Installing Ground effects, need help

I am installing 1987 ground effects from a trans am on to my 1990 Formula. Since my formula never had GFX, i have to drill new holes. How do I prevent rust from forming over time ? I know holes in metal is always bad , especially with rain.

Another question...where can I get a locking gas cap for my car and how much?
thanks

Umm, you did notice there's a forum tailored JUST for you question, right ? "General Engine" has nothing to do with ground effects.

When I drill holes into metal to install ground effects onto a car that shouldn't have them I put a little silicone around the hole. When it dries it will protect the metal from rusting. Please note that you will need a new nose piece, and a rear bumper cover to mate to the ground effects. You'll also need to weld the brackets onto the rocker panel that holds the lower ground effects pieces into place.

This is the best picture I can find of the bracket:
