Shift Linkage Adjustment

In my Haynes Firebird Manual, on step 4, it states "Make sure the pin is free to move in the shift lever slot and tighten the pin to lever retaining nut to 96 in-lbs." What does 96 in-lbs mean? How do I adjust it to 96 in-lbs? Thanks. I just dont understand that. Please help because I just had to replace a new shifter cable last night on my 86 trans am and I dont want it to break again and I want to adjust it properly.
