serpentine pulleys

can the serpentine pulley setup on a 2.8 V6 be put on a V8 TPI system?

Certain portions can. You can use the alternator pulley, A/C condesor, and PS pump, and I think the smog pump will work as well. After that, the brackets and such are different.
