Will this lower my emisions?

y wouldnt it with it unplugged the reading goes to 250 and stays there wich means it running lean.

If the reading goes to 250 that would mean the ECM would try to correct for a lean condition. Trying to correct would mean it would keep on adding fuel giving you an extremely rich running engine. Besides, it would probably set a code forcing the engine into limp-home mode anyway, which is also very rich.
