I just bought the product "Emissions Pass Protection" so that I might make it through CT emissions. I failed the NO portion of the test by just a tiny ammount. Both the HC and CO passed no problem.
My question is should I dilute the product to one full tank as the directions indicate and then burn off at least 3/4 of a tank, OR should I put the whole bottle to just a few gallons so that I stand a better chance to pass??
Also, is this stuff harmful if I do that.

You don't state your engine or your mods. But you have to be careful with some of those additives, especially with fuel injected cars. I would definitely follow the directions on the bottle.
But you can also do some things to assist you in passing: take the car for a nice long drive, burn a couple of tanks of gas that has alcohol in it before testing, make sure your engine is nice an hot before testing (leave it running) AND blip the throttle prior to starting the test.
On computer controlled cars, the engine will go into "open loop" mode if left idling too long. This can cause a car that should pass to fail.
There are other tricks you can do if you have carb with no ECM. NOx readings often indicate a faulty EGR valve or excessive lean conditions.
