23* heads....What does that mean?

what does the 23* on 23* heads mean? And same for any other degree heads?

It's the angle the valves are at compared to the deck of the block.

23* heads have the valves 23* are the most commonly used on street engines.

18* heads have the valves 18* are mainly used in race engines to get a better angle, and increase flow.

At least that's my understanding.
