Has anybody seen this with a V6 ?

You start the car and when you try to rev it in neutral it will not rev. It's like it hits the rev limiter at like 1200 rpm. Fuel pressure is constant around 50 psi, air gets in there no problem, so I'm thinking spark ? Could it be a bad distributor or module ? My 85 Camaro did this when it was very cold, but it would go away when it got warm. This happens on a 91 3.1 RS however. Any ideas ?
p.s. so far I plugged and unplugged the distributor wires, checked the TPS sensor, and swapped the ECM and memcal with no change in symptoms.

Air is getting in, but is it getting out? (Plugged converter?)

Well as far as I know the converter is hollowed out (grin), then there's a flowmaster cat back behind it with a 2 chamber Flowmaster. I really think it's an ignition related problem, but I wanted a second opinion.
