surging/missing?

A friend of mine is having a problem with his 85 Camaro. He had just replaced the clutch, starter, flywheel, clutch master and slave cylinder, carb and catalytic converter. (he wasn't GONNA replace all that at once, but it kinda snowballed) Now he has a weird driveablility problem. When he is at the top end of a gear (pick a gear, ANY gear) the car feels like it's beeing driven by a rubber band. It's sorta hard to describe, but as he gets near the top of the RPM range (say in 3rd) the car starts feeling like somethings pulling on it and then releasing. And pulling and releasing. THis continutes until you shift gears. When the car is cold, it's barely noticeable, but the hotter it gets the worse the problem gets. If you are going downhill, with the car, say in 3rd again, and your foot off the gas, it bucks pretty bad. Put your foot on the gas, and it quits. Put your foot on the clutch and let it freewheel, and it quits. His tach isn't working, so it's kind of hard to tell if the ENGINE is actually surging, but it doesn't sound like it. It feels more like drivetrain. Problem is, so much stuff has been changed, it's hard to know where to start, or what to look for. Anyone have any ideas, before we start tearing this thing apart?

When the carb was replaced, did he follow the procedure for MC and TPS setting? Is the SES light coming on at any time?
