O.k. my car jerks and surges when holding a steady RPM, and when I first start it up after it's cooled down like over night It runs like it's been running all day(lower RPM) but it's acting like it's missing out or a vaccum leak. After it runs for about 5-10 mins. the RPM's pick up like it should have when I first started it. I took it to a mechanic that I've taken my car to for little misc. things and he's always been excellent. He said that the EGR soleniod and EGR valve is bad and needs to replaced. He was going to charge me $316.00 to the job so I decided to do it myself. In the meantime I was told by someone to unplug my EGR valve and cap the hose so I tried it and it ran great with no problems but it seemed like I lost some power in the top end. I replaced the EGR Vaccum solenoid and it didn't fix it. Then today I took off my Intake to replace the EGR valve and After following the Tech Data at SEThirdgen.org I don't think the the EGR valve is bad. Without removing it I pushed up on the Diaphram and it felt the same as the new one. Checked to see if it would hold and it did. I tried the same thing at the vaccum solenoid and it still held. So my next guess was there has to be a vaccum leak somewhere so I put it all back together and took it down the road to the parts store to get some Carb cleaner to check for vaccum leaks. It was still running like crap(the vaccum line was connected to the EGR valve}. I got home sprayed down the engine trying to find a vaccum leak and nothing. I thought well let me try plugging the vaccum line again to see if it still helps and it did. What's wrong with this thing? I'm not getting any codes at all, I have all new Ignition parts and that still didn't fix it, and I'm running out of guesses.

Well, it sounds like you've isolated the problem. Did you try the new EGR? Did you replace the vacuum line? Maybe the line itself is cracked and leaking. Does it fit tighly over the nipples on the EGR and vacuum source?

I didn't go ahead and replace the EGR because I thought it was o.k. I was going to gohead and replace it but I couldn't get the bolts out. It was easier removing the intake than it was trying to get the EGR valve loose. So I just left it on. And when I was testing it I put the vaccum line back on the EGR and unhooked it at the EGR vaccum solenoid and pushed up on the diaphram and put my finger over the end of the vaccum line where it connects to the solenoid and it held so the line must be o.k. Could the spring be weak, could it be my ECM controlling the EGR solenoid, or could it be something totally different?

It could be the pilot valve in the EGR is defective. I'd suggest replacing the EGR valve as well.
Soak the bolts with penetrating oil and be patient. Keep soaking the bolts if they appear to dry up. It can take a couple of hours for the penetrant to soak in where it does any good. Apply a little heat to the intake area around the bolts if they still resist, and apply more penetrant.
While the plenum is off and the bolts are soaking, remove and closely inspect the hard plastic vacuum tubing and the rubber connectors for the EGR system. When you get the valve off, thoroughly clean the exhaust passages under the valve. If you use any solvents to clean the passages, nake sure they are completely dried before installing the new valve. Cleaners and solvents can damage the pilot valve seal in the EGR valve.
Once you install the new valve, use anti-seize on all the bolts to avoid this kind of thing in the future.
