There is a small rubber elbow in the back driver side corner on the bottom of the TB, does anyone know what is supposed to be connected there?

It is supposed to be hooked up to the EGR solenoid, which should be near the coil, next to the distributor.

That line also had a 'T' fitting and supplies the EVAP canister purge control valve.

Check your VECI label under the hood for the vacuum routing diagram, which should look something like this:
