You don't torque rocker arms, you adjust them. 1/2 to 3/4 turn from 0 lash.

How to get there:
1- Set the engine to #1 firing postiion (balancer at 0 mark, amke sure you are at #1 not #6 firing by making sure the lifters from #1 are al the way in their bores, 6 should be moving.)
#2- Adjust both valves for #1
#3- rotate engine 90' and repeat for #8
#4- rotate 90' and do #4, etc through the firing order (18436572)

Usually one turn past zero lash. Make sure that cylinder in on the compression stroke and while turning the pushrod between your thumb and forefinger. Tighten the rocker arm nut until you feel resistance when you turn the pushrod. Turn the rocker arm nut one full turn past that. Do the other valve for that cylinder, then move on to the next cylinder.

oops, guess i should have told you how to 'adjust' them too. What you do is spin the rocker nuts down till there is no play n the pushrod. You can check this by spinning it, or moving it up and and down. This is the 0 lash point, and until you screw it up once, you probably will get this wrong.
Once you hit 0 lash, then you wind down another 1/2 -3/4 turn to set the lifter preload.
