Is it normal for charcoal to come out of cannister fitting?

Is it normal for charcoal to come out of cannister fitting?
I was troubleshooting my charcoal cannister (strong fuel smell) and discovered that charcoal could come out of the fitting for the line that goes to the fuel tank. It happens when I turn the cannister upside down or apply vacuum to the fitting. I'm guessing that there should be some screen or barrier inside that would prevent that. There is a "tank pressure control valve" between the fitting and the tank. One of its functions is to act as a check-valve for the tank vapor line, so I'm not in any danger of contaminating the tank. Just wondering if anyone else has observed this before I plunk down money to buy a new one. It passed all the vacuum and electrical tests, but this charcaol-leaking thing has me wondering . . .
