Fresh rebuilt engine installed.. won't start, only chuggs

I have an 89 IROC 350, had the engine rebuilt.
Finally got everything hooked up and got it out to try to start today, well it didn't start. I am thinking it is a timing thing, but we can't seem to get it adjusted properly. It turns over and over chugging wanting to start, but won't. After an while of fiddling with it we left it alone for about an hour (it was flooded, gas in the oil now) .

Well after an hour we came back played with the timing for a sec and it started!!, but it was backfiring through the intake and died quickly. It did that for the two times it shortly ran. After fiddling with the timing a little more we get nothing (probably flooded again).

Here is what we think:
Coil is going out? When we tested for spark, the spark plug was lighting an orange spark. Isn't it supposed to be blue?

Timing a little off still

Rocker Arms too tight..

It has plenty of fuel pressure.

Any of you have any idea's or suggestions? I would really like some feedback on this as we are getting frustrated.

tight rockers will definately do it.. loosen and see if that helps.

If it's backfiring through the carb it is most definately timing, make sure the timing isnt 180º out of phase....but definately timing related.

I agree with Blue....If it's backfiring, it's a timing issue.

When we first started, turning the engine over would make it backfire through the intake, and it was 180 degrees out. We fixed that, It sounds better now, wants to start but doesn't. When we got it to run for about 10 seconds it ran pretty good, but started backfiring through intake. If I have sometime this weekend, I will take the valve covers off and slightly loosen those rockers.
