Black Powder On Tailpipes?

I think it refers to lean or rich condition, but am not sure which is which. I have been trying to lean out my idle mixture lately, but the black smoke has been present for awhile.

I'm pretty sure it means it is a rich condition. The more fuel, the more carbon, hence more black carbon powder.
