I couple months ago I had to replace the fuel pump in my '91 Formula. To siphon the tank I stuck a piece of plastic tubing down the filler hole. I had to twist and play with the tube a little to get it down there. There wasn't any screen, but I think there is a lip where the filler neck attached to the tank body. Try putting a gentle bend in the hose and when you hit the obstruction, try turnign the hose. Also the sending unit, fuel pump, etc is right in the way, so you have to snake the hose around them. Hope this helps, good luck.
