Can Fuel Pump Relay damage or "short out" Fuel Pump?

Transmission: 4 speed auto.
Can Fuel Pump Relay damage or "short out" Fuel Pump?

I have a 1990 Trans Am GTA with the tuned port injected, 5.7 liter V8.

A mouse or rat, chewed through one of the wires that comes from my fuel pump relay. I patched the wire, but my car still won't start. The engine cranks and the alternator and other pulleys turn, but it won't start.

When I turn the key to the "ON" position, I can hear the fuel pump come on, but it is making a vibrating/buzzing sound, not the typical "humming" sound.

I checked the fuses and other wires under the hood, and didn't see any other damage. I can't see very well near the gas tank.

The battery was hooked up when the mouse or rat, chewed the wire, and I was told that it may have "shorted out", or somehow damaged the fuel pump.

I've never had a problem with the fuel system before, this problem just popped up in the last 2 weeks. The battery had died during a cold spell during those 2 weeks, and I had the battery checked, charged and re-installed. It's O.K. When the battery was put back in and I tried to start it, that's when I noticed the problem.

What's going on?
Any ideas?
