Power Pulleys, opinions?

I'm looking at a pulley that goes in front of the harmonic balancer that is supposed to "turn 25% slower than stock and provide about 15 extra horsepower, which will give me better mileage and increased accessory life"--According to Summit.

Does this sound right or is it total BS? I'm not looking to put any hard parts on right now, the engine has a good intake and exhaust. I'm just looking at this for something extra before i plunge into something larger like heads/camshaft.

I noticed you have a Holley carb. Are you running a vacuum advance distributor that is Non CC? I was just checking because I made that mistake when I put in the 350.
