It's just a resistor. People have been doing that "mod" for a while, but it doesn't really do anything. All it does is trick the computer into thinking that the temperature of the air coming into the engine is cooler.

It's a 15 cent resistor with a really high markup. Called the timing tricker or TT back when somebody came up with it. I tried it years ago, didn't notice anything different performance wise.
