Need some advice for code 32

Need some advice for code 32

O.K. guys, I am at a loss. Here is my situation.
1992 Formula - 305 TPI / 5-speed. No engine modifications that I am aware of. Non stock exhaust.
I was getting a code 32 last fall. I checked this board for some advice on tracking the problem down. Came down to a bad EGR valve. After going thru the HELL of taking half the motor apart to get to that one bolt on the EGR, I replaced it and cleaned all components. Took it out for a test drive last night. After driving it for a while on the highway, the light pops on. Go back home to check the code. 32 comes up.
The car does not run or idle bad. No change in performance. This usually only happens when I am at cruising speed on the highway. I am lost on what to do next. Could the exhaust be playing a role in this problem? Or should I be looking at something else? Any help you guys could give would be highly appreciated.

I am not sure how the exhaust setup may affect your EGR function, but here is my experience:

I changed from stock GoodWrench 350 heads to Vortecs this winter, and used the SD base and Corvette style EGR exhaust supply tube. Naturally, I was concerned that the EGR would function correctly (in Socal we are subject to 2-year emissions inspections). After the rebuild, I also got the 32 light, and tried all sorts of things. It turned out (blush) to be an oversized vacuum hose on the vacuum side of the EGR solenoid. During the ECM test of the EGR function, enough vac leaked such that the EGR valve was served too little vac to return a satisfactory test result. The test I refer to occurs at hiway speeds, and the ECM looks for certain responses from the system. After correcting the vac hose size, the 32 was gone.
