Temp gauge flutter?

Temp gauge flutter?
I searched for this, but did not find it-
My temp gauge will flutter from 160-220 and up to 250 at times. It will stay at 170 at idle, then spike to 220, and down again to 170. Then it will slowly climb, and spike at random. I checked for cooling leaks, none found after i bypassed the heater core (leaked all over my pass floor.) but it still does it. Plus i live in Vegas, and it gets over 110 here. No problems when moving, but it seems too hot. I have a 160 T-stat, and my fans are always on. What else should i check for?
