Headlight motor or switch??

Car: '92 Firebird and '09 Corvette
Engine: 3.1 ('92) and LS-3 ('09)
Transmission: Auto and manual (Hurst)
Headlight motor or switch??
I seem to have a headlight issue. If I try to turn on just the driving lights "P", the headlights still pop up (but don't turn on until I switch to "L"). And, when I turn them off, the motors keep going for another 5 seconds ( ***** spinning and all) after they go down and run for an extra 5 seconds when I raise them up. And, the headlight motors run for 5 seconds when I turn the car off, even if the lights weren't being used.
I aplologize if this is a FAQ, i searched and couldn't find the question or answer.
Do I have a Motor or Switch problem?

Calrification
Just to clarify, this is for the '92 Firebird, not the '02 one. The Control Module is in the '92 also??
