I wouldn't think you would nee a bolt in place of it, though you could just take the original bolt that came out, thread it in to see how far it goes it, and buy another bolt of the threaded length, with the same size threads. Or you could just cut the bolt down to size with a hacksaw.

I agree, just put the old bolts back in. That's what I did, but I have a serpentine setup so I don't know how your's is. As for the bolt size, 3/8 course thread.

You absolutely DO need a bolt in the upper of the 2 holes. If you look in that hole, you will see the fuel pump drive rod. If you use a bolt that's too long, you will lock the drive rod in place, which could be disastrous if it happens to be all the way retratced at the time. Assembling a motor without a bolt there will produce one of the most aggravating mystery oil leaks you will ever face. Also, when you are changing out the fuel pump, you can use an extra-long bolt in that hole finger-tight, to hold the rod from sliding down and making it impossible to get the pump on right.
Use a short 3/8"-16 bolt in that top hole, about ¾" long, with some sealer on it. The original bolt is probably too long to go in and not hit the fule pump rod with the bracket gone. You don't need one in the bottom hole.
