is moving the timing further to the left of the timing mark (before top dead center) the same as advancing the timing?

Depends on your position. If you are sitting on the intake or have your feet on the ground in front of the car.

If the timing mark on the balancer moves towards the advance direction in the pic, then it's advancing.

Advanced means it fires BEFORE the piston hits TDC.
