Water temperature gauge not working

The needle on the gauge is facing straight up. It doesn't move, whether the key is on or off. I've checked the connection at the sending unit, it's getting voltage with the key on. I just installed a new sending unit, no change. Does this appear to be a bad gauge?

sounds like it. My guess is the coil that moves the needle up and down is probably worn.
