TPS not going over 4V and idle speed screw

I'm trying to fine tune the IROC and I got close, but can't get it right. Car is 88 IROC 350 TPI (MAF)

I adjusted the TPS to .540V and when I moved the throttle to WOT, it hit 3.76V. I thought that maybe I could adjust the idle screw down, readjust the TPS to .540V and have a higher range to play with. Well, after fiddling with it all I got it as high as 3.94V but the car didn't have throttle response it once had .. .sort of dogged a little bit and if I held the throttle at 2000RPM it ran a bit rough.

So I adjusted the screw out a bit to open up the throttle plates a little and readjusted the TPS and it's still not quite right and now my WOT is 3.74V so I just packed up and went inside.

QUESTIONS:

What is the proper procedure in adjusting the TPS in conjunction with the idle speed screw? Gap of the throttle plate to throttle body at idle, etc.? Why won't this thing get over 4V?

You're supposed to adjust the idle air control valve first, and once you get the desired rpm at idle you then adjust the throttle position sensor. Read up on adjustments on the main page, maybe it will help.

Dumb me, forgot to mention that the IAC has already been cleaned and adjusted. I don't need to do it again right?

DOH! I did the remove, clean, adjust pintle and reinstall. i didn't do the other part. Okay, I'll do that again ... missed a few steps there.

Okay, any idea why this TPS won't top 4.0V?

Clamp? What clamp? On the throttle side or where the TPS sits?

the part of the clamp on the throttle arm side. where you tighten it. it'll be obvious. just turn the throttle by hand and see if it hits anything.also i had to bend the full throttle stop to finally achieve the 4.5 volts.
