Rattling under the hood
Ok when i turn on my car when its cold theres always rattling noise as soon as it starts, when the car gets warmed up it fades out and then eventually the noise will come back in and out every soo often, its not extremely loud but loud enough to hear it pretty cleary inside the car with the windows up. I had my buddy changed my valve stem seals a while back and he torqued the rocker arms by eye, do u think this noise could be a loose rocker arm?

Sounds like you got it figured out. I have ran into this many times. Soo many opinions an setting the lash.
Just check em one day. It is best that you motor is a little warm.
Turn your crank over when you see one rocker go all the way down and the other just starts to move, back up a hair. Back off on the rocker that is up about a turn or 2. Spin the push rod with your fingers while slowly tightning the nut. When you feel resistance on the push rod (not when it is tight) you are at zero lash. Then tighten the rocker nut up in between 1/2 to 3/4 of a turn ( some say 1/4 turn but that always makes a little noise with me) and lock it down... Do that 15 more times...Or
Take an old valve cover, cut out slots for a socket in the top. Put it on your motor. Crank you engine. Back off on each nut untill you hear it tap the tighten till you hear no tap. Do this twice on each side and you will get it perfect.
