Need help

I have a 1983 Z28 Camaro. I recently went through my engine and put new seals in it. While doing that I decided to add a single plane intake. Now it smells like it's running to rich. I have a stock quadrajet carb.
I tried adjusting the bleed air valve(I think that's what it is called) and I can't get the gauge above 12 where as I need it at 30. Any suggestions?

Just trying things out. I'm seeing what i want when I buy a new engine for it. Never used a single plane before so, wanted to see what all it would do performance wise.
Also my duel plane is slightly cracked. Had the single plane there.

Sorry for double post. It's the idle air bleed I adjusted not what I originally said.
