Really loud whining noise

So I went out to start my car. It fired and ran for about a second the went dead, then something started whining really really loud I turned it all the way off and even took they keys out but It still didn't stop, untill finally it ran down. Now it wont start. What could be the problem here???

BTW, Its a 305 T.P.I.

Thanks,
