Searched on the forum and couldn't find any info

I didn't even know what it was until I by accident came across it while looking for parts, and the part is included in my Fel-Pro gasket kit. I figure you pry out the old one and put the new one in, somehow ? But what's the little tube ? Sealant ? The same one we use on head bolts and intake bolts ?

Your link didnt work. Im guessing it is probably gasket maker or a sealant like you said.

Thats a repair sleeve for your harmonic balancer, you simply install it over the snout of the balancer if its worn or grooved.

Harmonic Balancer Repair Sleeve.
There isn't an old one on the damper (what they call "balancer"). It's to repair the groove often left in the damper by the front seal.
The little tube is a Locktite type compound. It locks the sleeve onto the damper. You put a few drops of the stuff inside the sleeve, and carefully drive the sleeve onto the nose of the damper. The front seal will then have a nice smooth and slightly larger OD surface to run on.
If your damper isn't grooved, you don't need to bother with it.
