if i switch to 1.6 rockers on a vette 113 head, will i need stronger springs? what determines this? i'm running a zz4 cam...

The coil bind height of the spring is one factor. Available valve travel (clearance between the spring retainer and top of the valve guide/seal) is the other consideration.
With a ZZ4 cam, 1.6:1 rockers will give you .544" travel on the exhaust. You need springs that have at least that much difference between the installed height and coil bind, plus about .060" for safety. Ditto for the valves - you need at least .604" valve travel.
