Replaced pump, now relay isn't getting power????

Replaced pump, now relay isn't getting power????
The fuel pump relay is no longer getting any power and I have no idea why?

After confirming the pump was bad, I have since swapped it out to find my fuel pump relay is no longer getting any power to it? It started before I swapped the pump when I was still diagnosing the problem (b/c I was very hesitant to swap a new pump if I didn't have to do it), the relay would click on but then one day it just wouldn't anymore so I figured the relay went to. No big deal I bought a relay when I got the pump and figured it would be better to have a new one in there any way.
Now after swapping the pump and hooking up the new relay, this relay won't click over! WTF!?! Now I did something I should of done in the first place and tested the relay to find they both worked fine (new one and old one).
Pump is working fine when I send a straight 12v to it and I can turn the car on when I connect it to the fuel pump plug terminals tan/white wire to the relay but it will start and turn rite off unless I keep throttling it and it runs real choppy. After, I connected a switched hot sourse to the orange wire of the relay plug and connected the relay to it and I heard it click and with that it would start up and hold its own idle, but it did still sound alittle choppy, as in if I rev it alittle it will pop when the rpms drop back down.
So my problem is why would the orange wire not being supplying any power? I read that it draws its power from the ecm? Is that the problem? It was replaced a couple years ago already so I wouldn't have suspected it to go again. Or maybe the inline fuse? the electrical diagram showed it went to one, but I could not find where it was on my car to check, besides checking all the fuses in the fucse block that is.
Another problem I just noticed was my temp gauge is pinned and doesn't move from that spot at all way above the 260 mark, would this relate to the problem at all?
I would appreciate any advice greatly.

I am not sure about your temp gauge issue and if it is related or not.
I believe you should have a fuse bolted to the body right by your battery.
It is contained in a little black weatherproof housing. Undo the clip and check that fuse. If it is blown, that is your problem. The orange wire gets it's power through that fuse. I hope that helps.
