tumbler replacement, air bag car

I need to replace the tumbler in my brother's 94. the problem is that its an airbag car. The tumbler is completely gone, it wont rotate to start so we cant move it. Is there any information on how to disable the air bags somewhere? Thanks

On most cars with an airbag, if you disconnect the battery and wait about 10-15 minutes, it'll discharge the airbag circuit by then. There's also usually an airbag fuse underneath the steering column. When I removed the airbag on my mom's 94 Grand Am, I just disconnected the battery and waited 10 minutes, then took apart the steering column with no issues.
