Rust on new camshaft?

I have a new camshaft, in the tube with the ends sealed, and when I opened it, the lobes had rust on them. I'm wondering if this is common and if this has happened to anyone else, and if this could be a problem?

Can you return it? if you can I would, if not how bad is the rust? if it's just light surface rust with no pitting you could just clean it up with a brillo pad or something..
