change to ecm car still wont start

Hello.im having a problem with my girl 91 camaro.i just rebulid the TBI.because of to much being dump into the oil,now im having a problem with the car starting i had the car towed to where i work which is firestone,two of the head techs went over the car checking out this and that and came up that the ECM was bad,we even hook up the scanner which it wasnt reading the ECM.now that i have replace the EMC the car still wont start.has anyone had this problem.if so what was the cause,and how was it fix.any input would be greatly appricted..

Start with basics

Check all fuses, back probe the following pins on ECM interface connector to make sure that it has power, key ign on:

A6, B1, C16

also do not forget ECM grounds:
A12, D1

Do you have VATS?

Does engine turn over?
If it is turning over do you see tach wiggle a bit??

Post what you have??

Whats going on,RFmaster thanx for the reply.all the things you sent i havent tried.as soon as i get back to work 2morrow they will be tried.i hope they work.i hope i didnt pay for a part i didnt need.that 70 bucks could have been spent for something else.thanx again.im ready to
