427 or 434 TPI small block help

427 or 434 TPI small block help
I am returning from Baghdad and looking to make my 1991 Z28 fast. I already have a 6spd, richmond 3.42s and other small mods, to include walbro 255lph and AFPR. I want to do something differant than everyone else.
I was looking at the Bill Mitchell 427 small block short block. All I need to do is add heads and cam, and all my accessories and such from my anemic TPI 305. The 427 forged short block is 4300.
Here is my question, I know L98 heads would be a big restriction, but would the car even run right with the L98 heads bolted on the 427? I have a cast iron set laying in my garage, I got them from a guy with a 1991 Z28. The casting came up as a 300hp crate engine head.
I would just get a mail order tune then eventually upgrade the TPI to Holley Stealth Ram, and get the Motown aluminum heads made for the 427 as my budget permitted. I just want to build a bulletproof short block, that I can upgrade with top end pieces as time goes on.
Secondly, if I get a cam to complement the HSR and Motown heads, how would that work with the L98 heads?
I know I will be killing the power potential of this engine until the right heads are installed, I am just wondering about drivability. I am on a budget, I have a family, and the Army doesnt pay that great.
I just wanna go faster than my little 305 will allow me.

i went through world for mine 468hp w/ world heads before the turbos that's just who i trust no matter what you decide it's 99.5% personal preference and .5% tech support and warranty

Are you still running fuel injection? I was going to swap over to the Holley Stealth Ram but I emailed Pro Formance engines and they said the Holley Stealth Ram was crap. I was looking at their 383s.....
