1990 camaro V6 rough idle and hesitation

1990 camaro V6 rough idle and hesitation
Hi all. My brother bought a 90 camaro 3.1 V6 auto, and it has a rough idle and feels like it has no power. Smells pretty rich when standing near it. I pulled the vacuum hose off the regulator and the idle didn't change whatsoever. Someone told me if it was a bad reg, fuel would come out the vacuum port, but I have never heard this. It also has the crap bosch plus 2 plugs in it which will be getting changed. I tried seafoaming it and it didn't help. Any ideas?
A reg cant be that expensive, and neither are the plugs so I may replace both anyways and see if it runs better. No SES light either, and it does work. Anyone have any ideas?

Instead of trying to remember and re-write the whole thing, just look for my threads I started, esp. the one "Hesitation in 3.1L 5 Spd" from 2006.
I'd start with the injectors, they may be close to plugging the cat now.
The regulator probably is not the problem, get a cheap fuel pressure gauge (about $35.00 at Kragen) to verify. Should be around 38psi at idle (high vacuum) and 47psi with no vacuum. I completely plugged the return line giving the fuel rail 70 psi just to see what would happen, did not run rich at all (this after replacing the injectors).
