throttle probs? HELP

Car: 1991 Camaro RS
Engine: 3.1 V6
Transmission: Auto 5 spd
Axle/Gears: stock
throttle probs? HELP
I have a 91 RS V6 3.1 and when I drive it, I'll give it some gas and then it'll take a while and then accelerate or I'll give it some gas then let off the accelerator and apply the brake and it'll still want to accelerate. it's some weird delay thing and when I start it and it's in park I let it run and it's like VRRRM VRRRM (best way to explain it) its not keeping a steady idle someone told me that it might be the throttle position sensor? can I have some help PLEASE????? also I was told about a "hypertech chip" b/c the v6 can go up to like 115 but then backs down to 90, some type of governor? help on that is appreciated as well

check the voltage on your throttle position sensor....thatd be my guess but im not 100% sure thatll fix it just giving an idea
