fuel pump relay won't click?

Alright people here's my problem. I let the car sit over winter and now everything seems to be going wrong. I've replaced every sensor except EGR MAF and O2. For as long as I can remember, the service engine light has always come on when you turn the key. Now for the problem. The fuel relay will click only when the service light comes on when you first turn the key. When the light doesn't come on, the relay won't click. What exactly is the relationship between the service light and the relay?? I've been told that the relay should still click if the fuel pump is bad. True? Please help. This is my daily driver. Also, engine runs at 120* could this become a problem?
