IAC climbs to the max in Gear GMECM

Car: '87 IROC-Z/'82 RX7
Engine: SBC 355/1.1L Rotary
Transmission: T56/5 Speed
Axle/Gears: 4.33/3.93
IAC climbs to the max in Gear GMECM
Hey guys!
Workin on a TBI.
When you put the car in gear, the IAC is commanded from it's 22 steps to 145. Take the car out of gear and the idle raises significantly, then trieds to stall then idles high say 1300rpm or better. Then I can watch the IAC counts drop slowely until it's back to it's normal approx 22 steps.
Lather, Rinse, Repeat.
This is a fresh tune up, fuel pressure is steady @ 14psi, stock ECM/tune, No gasket leaks, TPS is at .58v, Coolant temp is good, Map reading is good, the old tapping the ECM doesn't change anything.
Any Ideas?
