california emissions??

Besides the 91 RS... we have a 01 chevy venture mini van. We just found out that we need to replace the manifold gasket. The problem is that the price of the repair depends on the emissions, California ($650) or "not California" ($1000)..... I looked under the the hood for the emissions sticker and all it says is "This vehicle conforms to U.S. E.P.A. NLEV regulations applicaple to 2001 model-year new LEV light-duty trucks. OBD ll certified".
