Slow to start when cold

Slow to start when cold

1991 rs 9C1 350 tbi (post swap) starts hard when cold. The car will crank for several seconds before firing when cold. Car starts better in warmer weather and just fine when engine is warm. Previous 305 did the same. New plugs, wires, fuel filter, cap, rotor, TBI rebuild. Fuel pressure is good.
What am I missing? Coil or other sensor? Any help would be great!

My 91 RS 305 TBI does the same thing. I read somewhere that it could be the fuel pump relay which I think is located behind the brake booster on the firewall. Just a thought.
