who can help!!

hi i just picked up my new project today its a 90 lo3 car but heres my problem it sat for about 4 years in a garage i got it started today and it wont let me accelerate the gas was definitly bad i drainded it put in fresh gas and same issue it surges at idle when it idles and you have to pump gas to keep running

idk i was off yesterday so only had limited tools im going to pull the plugs in a little and run some fuel treatment and see what happens
