Get the lifter on the base part of the cam lobe and tighten the rocker while spinning the push rod with your fingers. When you start to feel a drag, stop. Go on to the next one and do the same thing. Don't forget to rotate the engine to get each lifter on the base part of the cam lobe (where the lifter is completely down).

Rocker nuts don't have a torque specification. Search for "valve lash" and you'll come up with a number of ways of doing the job.
