Transmission: T-56 in both

Blown emissions
91, Z-28, HSR, has passed this before in the past, tail pipe test, has a cat, and only drive the car 9k miles in TWO years, and has not been messed with in that time, blew a 2488 HC at idle here in Delaware. Any suggestions? Also has older SLP exhaust/muffler and they say it is too loud, 103 db. Anyone know of a good "quiet" muffler I can put on for insp. Thanks

If it's sat around that much over that length of time... I'd start by guessing stuck/clogged open injectors.
Hook up a pressure gauge, and an injector tester. Cycle the pump, note the pressure. Fire the injector a given amount (3 times, whatever) and note the pressure.
It should drop the same amount on each one. If you can't maintain pressure at all, then just pull them all out, hook them back into the rail and pressurize it. You'll probably see it leaking.
