Valve covers ?

I have a set of 87 swirl port heads with center bolt valve covers and want to know if it is possible to drill and tap the heads for early style covers?

I wouldn't attempt it. There's not a lot of meat for you to drill into and would need to be perfect to not have any sealing problems.

If you really want to run perimeter-style covers, there are companies out there that offer adapters, although they are a bit on the pricey side and have had sealing issues for some.
