Trouble Code 23 -91 RS Camaro 305-

Hey guys, haven't posted in a while. I finally got my first Camaro, it's a 1991 Camaro RS with the 305 TBI and a 700R4 Transmission. Got it for like 450 bucks and it's pretty solid, it just needs a tuneup, a brake line and some paint.

Anyways, while I just changed the air filter, air breather, manifold temp sensor, rotor, cap, plugs and wires (Except the rear ones on each side, can't reach them myself. ><) I siphoned out the bad gas that was in it, added some new gas and some gas treatment/injector cleaners, cleaned out the throttle body and replaced the serp belt. For some reason though, Trouble Code 23 flashes even though I changed my manifold air temp sensor. Also, it seems like when I first start it up the car runs fairly well, but once it's warmed up if I put my foot on the accelerator up to like 2k rpms, the engine starts to chug, bogs down, then gets back up to standard idle rpms.

I haven't changed the fuel filter yet which is next on my list, but I'm still unsure why the engine keeps doing that and why I have trouble code 23.

Trouble code 23: Manifold Air Temp. Sensor
Defective Sensor
Defective ECM
Short in circuit or wiring

That's a few of the things that are listed in my troubleshooting manual for Code 23, does anyone have any suggestions?
