need help getting my 355 to take off

I HAVE A 92 RS 5-SPEED MAN- MY ENGINE IS A 350 60 OVER, A MID RANGE COMP-CAM,DONT REMEMBER SPEC. 193 HEADS MAY BE PROBLEM.HEADERS HOLLEY 750 DOUBLE PUMPER & FACTORY ALUM INTAKE HALF WAY PORTED. MY PROBLEM IS 1ST & 2ND GEAR HARDLY PULLS & WITH 193 HEADS STOPS PULLING AFTER 4000 RPM.NOW 3RD 4TH & 5TH GEARS ARE A DIFFERNT STORY, THEY PULL HARD ALL THE WAY. MY REARENDS A 308.
MABY A BETTER INTAKE, CHANGE HEADS,IM ON A BUGET.

kind of a bizarre problem. If it was the other way around, no pull in the higher gears, I'd suspect you were running out of fuel delivery. But this...maybe you're too rich at idle, and it's taking all of first and second to burn the fouling off the plugs. This is easy to check. Just find a deserted road, make a full-throttle run in first gear, then kill the ignition at 4000 rpm, but don't turn the key so far it locks your steering, then stop and read the plugs. Repeat, but kill the engine after it gets pulling strong. When you kill the engine, you should be twisting the key a split second before kicking the clutch and lifting off the throttle. We want to compare how the plugs look under load when it's pulling well and when it's pulling poorly. You don't need to read all the plugs, but read at least 2 each time. Beware of burnt fingers.
