is my fuel injector bad?

my formula has a 350 tpi in it. lately it has had a skip/ fish bite @ low speed and stumbles when you punch it b4 it takes off... my friend and i tested the injectors today; 7 of the eight registered around 17ohms (sry spelling) and one registered just over 11. is that low enough to cause problems for me? my friend and i thought that it probably is.
