Oil rings - Can they be installed with these still on them?

So I'm ready to install my pistons, and the only thing stopping me is weather or not I need to remove these colored pieces from the gaps of my oil rings:

They are the oil rings from this set. What do you think?

Thank you.

The ends of the expander are painted so you can easily see they butted end-to-end and aren't overlapped when you go to install the piston.

Rightly so, but if you look closer you'll see that the painted parts nearest to each other are made of plastic (most likely) and are stuck onto the metal. Are they supposed to be there upon installation?
