Have you or will you have the top of the valve guides cut for more valve travel?
650 CFM is enough, depending upon the cam you end up using, but I wouldn't recommend an Edelbrock carb.

If you're going to port and polish (and you should concentrate on the exhaust ports with respect to porting), go one more step and cut the top of the guides for Teflon seals. That will give you all the clearance you could dream of needing, and better stem seals to boot.
Let's see, where are the valve springs on your list?
Hmmm, don't see them. There is a cutter available that will cut the top of the guides and enlarge the spring seat in one operation. Most any competent machine shop should be able to do this for you.
You did say you wanted to get the most out of this. Suggest either pinning the rocker studs, or have screw-in studs installed. A pulled rocker stud makes for a bad day.
Edelbrock Vortec RPM intake with a Comp XE268 cam would make pretty nice power. A little wilder? XE274. Much more than that and you'll max out the port capacity.
Personally, I'd donate the Edelbrock carb to charity and get a double pumper.

ok so heads are in the machine shop now, vortec 062 port polish, tap the stems and cut the valve guild, and lower the seats! xe274 orderd and have the block getting bored 40 over with flattops and new bearings and rings going in, just missing headers, regulator, and intake, (gonna use a hurrican high rise)I think i will use the edelbrook carb for now, wasnt in my budget
what kinda hp should I expect! i hope more then 400hp!

While pushing 400 hp depending on some of the info you've left out (like CR) seems a little outta reach, (we'll say a ballpark 9.5-10:1 ratio) you'd be close. Either ways, that will be a fun motor in almost any car, and would be quite driveable. Except the eldelbrock.. those are a pain to work with..
